We, the Delegates of the Southern States, in Congress assembled, make the following Findings and Affirmations:

It is the inalienable right and responsibility of the People to provide for their self-defense and the protection of their families and property. The Holy Scriptures as well as ancient common law attest readily to this, and our forefathers further recognized and codified this right in the Second Amendment to the United States Constitution.

The Federal Government—through openly anti-Constitutional measures, semantic trickery, and numerous bureaucratic regulations and entrapments—has sought to limit the People’s right to defend themselves. It has placed arbitrary and frivolous limitations on when, where, how and even if one may defend his life and property. Further, it has sought to vacate the People’s ability to substantively and effectively confront, combat, and defeat the tyrannical and despotic forces presently arrayed against them.

Through various taxes, fees, permits, checks and registration lists, the Federal Government has all but openly declared that the keeping and bearing of arms is no longer an inalienable right given by God but rather a privilege granted by the state.

Free people do not ask permission to keep and bear arms. Further, a government truly of, by, and for the People should have no reason to fear a population thus equipped.

The right of the people to petition the Government for redress of grievances is recognized by the First Amendment to the United States Constitution.

Therefore, we, the Delegates of the First Southern National Congress remonstrate against restrictions on and regulation of the right to keep and bear arms and:

• Petition the United States Congress to immediately repeal all legislation which in any manner in fringes upon the People’s right to keep and bear arms. This includes any legislation which attempts to classify, restrict, or limit certain types of arms, firing mechanisms, calibers, ammunition, or other cosmetic or functional characteristics.




• Petition the United States Congress to immediately abolish the Bureau of Alcohol, Tobacco, Firearms and Explosives (BATFE) and any related agencies and organizations.




• Petition the Executive Branch to immediately rescind or nullify any Executive Orders or similar declarations which may in any manner infringe upon the people’s right to keep and bear arms.
